Outcome Payments Under the Milestone/Outcome Payment System

Table 3 outlines the "Outcome Payments" available to an Employment Network (EN) if the Ticket Holder continues to have 'net' monthly earnings that meet or exceed Substantial Gainful Activity (SGA) and his/her disability benefits have ceased (SGA levels in 2017 are as follows: $1,170/month for Ticket Holders with disabilities other than blindness and $1,950/month for Ticket Holders who are blind or visually impaired). If these criteria are met and as long as the Ticket Holder continues to work and earn at this level, the EN can submit for Ticket payments at the rate of $420/month for 36 months for Social Security Disability Insurance (SSDI) beneficiaries.

If the Ticket Holder is a Supplemental Security Income (SSI) beneficiary, the rate is $242/month for up to 60 months. This totals $15,120 in outcome payments for SSDI beneficiaries and $14,520 for SSI beneficiaries. If a Ticket Holder moves into the Outcome payment phase before an EN receives all available milestone payments, a reconciliation payment is made. The reconciliation payment is made after the 12th outcome payment has been processed. This one-time, lump-sum payment would be equal to any unpaid milestone payments that would otherwise have been available to the EN with the Ticket assignment.

If the Ticket Holder remains with the same EN and meets all of the earnings' milestones and outcomes as outlined in Tables 1, 2, and 3, and the Ticket Holder does not have a recent work history and was not placed in employment by a State Vocational Rehabilitation agency, the EN can generate over $24,000 for each Ticket Holder that is successfully employed over the periods of time designated for SSDI or SSI (see Table 3).
